Web 2.0 tools allow you to start out small and invite users to contribute.

The Web 2.0 Education Struggle
The essence of Web 2.0 is Open Content owned by anyone with Internet access willing to take the time to contribute. Even as public schools in the US keep searching for Internet filters to keep out anonymous digital media, open source content is rapidly becoming the industry standard. Here is Wikimedia's commitment - "Imagine a world in which every single human being can freely share in the sum of all knowledge." Wikiversity's primary goal is to "Create and host free content, multimedia learning materials, resources, and curricula for all age groups in all languages." Once we begin to acknowledge and accept open content, we can free up valuable dollars to give computers to our students and teachers and take advantage of what is already ours!
